The most common cause of this problem is that the calls are being blocked at the called party end (China) rather than any network issue on the callers side. This process does take time and is now with the receiving carrier to resolve. As an alternative approach, you may wish to have the call recipient in China report the problem to their Telecommunication provider in China. This may not always be possible but can be a quicker and more targeted approach to resolving the issue.
